Cloud Computing Development Three-Year Action Plan171


To accelerate the development of cloud computing, promote digital transformation, and enhance national competitiveness, the government has formulated the "Cloud Computing Development Three-Year Action Plan (2023-2025)" (hereinafter referred to as the "Plan").

The Plan focuses on four key areas:

1. Accelerating the Construction of Cloud Infrastructure* Building a national cloud computing resource pool: Allocating government funds and encouraging social capital to invest in cloud infrastructure construction, and providing support in terms of land and energy.
* Promoting the development of edge computing: Encouraging the deployment of edge computing nodes in key industries and regions, and supporting the integration of edge computing with cloud computing.
* Developing a cloud computing network infrastructure: Strengthening the construction of cloud network infrastructure, and promoting the deployment of 5G networks and fiber optic networks.

2. Promoting the Innovation of Cloud Computing Technologies* Encouraging the development of key cloud computing technologies: Supporting research and development in cloud computing core technologies, such as virtualization, containers, and distributed storage.
* Promoting the open source ecosystem of cloud computing: Encouraging the development and application of open source cloud computing software, and promoting industry standardization.
* Cultivating cloud computing talents: Strengthening the training of cloud computing talents in universities and vocational colleges, and establishing a cloud computing talent certification system.

3. Expanding the Application of Cloud Computing* Promoting the cloud migration of traditional industries: Encouraging enterprises to migrate their businesses to the cloud, and providing support in terms of technology and finance.
* Exploring the application of cloud computing in emerging industries: Supporting the application of cloud computing in new industries such as artificial intelligence, big data, and the Internet of Things.
* Building a cloud ecosystem: Encouraging the development of cloud application service providers, and promoting the integration of cloud computing with other information technologies.

4. Strengthening the Security and Regulation of Cloud Computing* Ensuring cloud computing security: Establishing cloud computing security standards and regulations, and strengthening the supervision and management of cloud service providers.
* Protecting personal data privacy: Protecting the privacy of personal data in cloud computing environments, and formulating data protection regulations.
* Promoting the healthy development of the cloud computing industry: Regulating market behavior, preventing monopolies, and promoting fair competition in the cloud computing market.

The Plan also includes specific measures to support the development of cloud computing in key industries, such as manufacturing, finance, healthcare, and education. The government will provide financial support, policy incentives, and technical assistance to promote the application of cloud computing in these industries.

The implementation of the Plan is expected to drive the rapid development of cloud computing in the next three years, promote the digital transformation of industries, and contribute to the improvement of national economic competitiveness and social development.
